It is by the decision of the Prime Minister of Armenia and based on political expediency that Ruben Rubinyan, vice speaker of the parliament from the ruling Civil Contract Party, has been appointed special representative of Armenia in the negotiations with Turkey. The Prime Minister Nikol Pashinyan stated this during Wednesday’s meeting with the MPs in the National Assembly—and when answering the question on the basis of which document and within what powers Ruben Rubinyan was appointed special representative from Armenia in the negotiations with Turkey.

"I made the decision to give a corresponding status to Ruben Rubinyan—based on political expediency. Ruben Rubinyan is accountable to me, to the Security Council of Armenia and, by and large, to the people of Armenia," Pashinyan said.

The head of the Armenian government added that regardless of who will conduct the negotiations, the accountability for the whole process falls on him.

"I gave him [i.e., Rubinyan] those powers, taking into account that I will bear all the accountability for his actions," the PM emphasized.

In his turn, foreign minister Ararat Mirzoyan noted that Ruben Rubinyan is not authorized to sign any document.

"When the process reaches the mentioned level, the executive [branch of] power will deal with that issue," the Armenian FM added.
