The European Union will remain vigilant as Moscow does not withdraw Russian troops from the border with Ukraine, but increases the number of troops, said the head of the European Commission Ursula von der Leyen.

According to her, even despite Russian statements about the withdrawal of troops, the EU sees no signs of de-escalation on the ground, Reuters reported.

European Union leaders will not discuss specific new sanctions on Russia as the issue is divisive, an EU official said.

The official, who is involved in the preparations for the summit, said that this will mainly be a report by the leaders of France and Germany after their talks with Russian President Vladimir Putin.
