The MPs of Artsakh (Nagorno-Karabakh) National Assembly (NA) have submitted a petition to Prosecutor General Artur Davtyan and chairman Argishti Kyaramyan of the Investigative Committee of Armenia, with a request to review the pretrial measure of arrest applied to Mikayel Arzumanyan—Artsakh ex-Defense Minister, Defense Army former Commander, and Chief Advisor to the Artsakh President—and to commute it to a pretrial measure other than arrest. Armenian News-NEWS.am has learned about this from the Artsakh NA.

On August 30, it became known that Mikayel Arzumanyan was detained on the charge of official carelessness in the defense of the Artsakh city of Shushi and adjacent regions—during the 44-day war in the fall of 2020—which inadvertently caused serious consequences, according to the Investigative Committee of Armenia.

Later, the Investigative Committee issued another statement, in which it was noted that the Armenian military personnel had liberated the Arega hill and adjacent positions, but Arzumanyan had given an order to "retreat."

Arzumanyan's aforesaid detention period had expired on August 31 and he was released. But on September 1, he was remanded in custody by a court order.

Mikayel Arzumanyan was appointed Artsakh Defense Minister and Defense Army Commander in the last phase of the 44-day war, on October 27, 2020, replacing Jalal Harutyunyan, and was relieved of this position in September 2021.
