Russian President Vladimir Putin announced that partial mobilization will be announced in Russia. he made this statement during an address to Russians shown on Wednesday morning.
"For the defense of our homeland and our integrity, I consider it necessary to support partial mobilization," the president said.
Only those citizens who are in the reserve and, above all, those who have served in the armed forces, have certain military professions and relevant experience will be called up for military service. Those called up for military service will have to undergo additional military training before being sent to the units.
Putin pointed out in his address to the citizens that the measure of partial mobilization was taken in order to protect Russia, its sovereignty, territorial integrity and security of the Russian people.
"All issues of material, resource and financial support of defense enterprises must be solved by the government without delay," Putin pointed out.
The head of state recalled the blatant anti-Russian policy of the West and the desire of Washington and Brussels to destroy the country. He said that Russia uses all available means to defend itself.
The day before, the Duma passed amendments which make it easier for foreigners who signed a contract for military service in the Russian army to get citizenship.
Besides, the State Duma approved the amendment to the Criminal Code introducing the terms "mobilization", "martial law", "wartime" and "armed conflict". Also the lower chamber of the parliament approved the amendments on punishment for desertion and voluntary surrender.
Additionally, lawmakers approved a penalty of up to 15 years in prison for looting during wartime.
