As a result of aggression on May 12, 2021 and September 13, 2022 Azerbaijan occupied sovereign territories of the Republic of Armenia, and Azerbaijani troops must leave the sovereign territory of Armenia, Prime Minister Nikol Pashinyan said in a joint statement issued after talks with French President Emmanuel Macron at the Elysee Palace.
The Prime Minister thanked the French President for the confirmation of this position. He also drew the attention of the international community and the French President to the fact that the speculations that there is no specified border between Armenia and Azerbaijan have nothing to do with the reality, as the border is not demarcated and not delimited.
He noted that the existing administrative borders between Soviet Armenia and Soviet Azerbaijan became a state border in the first months (of independence - ed.) of the two countries because both Armenia and Azerbaijan signed and ratified the CIS agreement of December 8, 1991 and thereby effectively recognized each other's borders.
"This means that the actions of Azerbaijan cannot be assessed other than as conscious aggression. As a result of the Azerbaijani occupation, the situation in our region remains tense," he said, adding that an international observation mission will be able to study the situation in Armenia directly, not indirectly.
Pashinyan expressed confidence that the UN Security Council should also keep the issue in the spotlight and expects the support of the French presidency of the UN Security Council in this matter.
"I think it is necessary with mutual recognition of the borders, confirmed by the agreement of December 8, 1991, to go to the signing of the Armenia-Azerbaijan peace treaty. Armenia is ready to open communications in the region and build new communications in accordance with the national legislation of the countries through whose territory they pass. We also attach importance to the settlement of the Nagorno-Karabakh issue, which will guarantee the rights and security of the Armenians of Nagorno-Karabakh. I think that the beginning of discussions on Azerbaijani-Nagorno Karabakh could be useful," he said, stressing the role of France in this matter as the co-chair country of the OSCE Minsk Group.
