The $18 billion financial assistance mechanism for Ukraine, which the European Commission intends to present on November 9, will include a number of conditions, Bloomberg reported, citing sources.

The plan will present a sustainable framework to cover Ukraine's finances in 2023 while maintaining the flexibility to adjust aid to meet evolving funding needs. The plan will also help set the stage for reconstruction efforts, the report said.

The EU is said to intend to make support for Ukraine more predictable following criticism over delays in aid.

The loans will be disbursed if Ukraine meets a number of conditions, including the rule of law and the fight against corruption.
