YEREVAN. – Hraparak daily of Armenia writes: In the last few days ahead of the visit of RF President Vladimir Putin to Armenia, the [Armenian] authorities’ media have organized terror, in the true sense of the word, they are publicizing the opinions of the representatives close to the authorities’ circles that the CSTO did not fulfill its obligations to Armenia, and on September 13, did not provide military or other support.

At the same time, under the guise of pro-Westerners, the clients of the authorities are making statements about the anti-Putin demonstrations, hoping that they will snatch a positive decision regarding Armenia from the next meeting of the CSTO Collective Security Council, which is expected in Yerevan today.

To remind, the fate of the petition received from Yerevan more than 2 months ago on the matter of providing joint assistance to Armenia should be discussed at the CSTO session today. Meanwhile, judging by the statements of Russian high-ranking officials, Armenian expectations will not be met.

"The conflict of Armenia and Azerbaijan, in my opinion, does not fall within the jurisdiction of the CSTO, each of the member countries independently decides its approach to it," deputy speaker of the RF Federation Council, Konstantin Kosachev, announced in a conversation with Argumenty i Fakty on the eve of the session, answering the question whether the CSTO and Russia can provide Armenia with more energetic—first of all, military—assistance in the matter of the conflict with Azerbaijan.

And what does the CSTO statute say about such cases? The Russian official did not consider it necessary to address [it].
