YEREVAN.  – Past daily of the Republic of Armenia (RA) writes: The current authorities [of Armenia] prove every day with their actions that they have really completely withdrawn their “hands” from Artsakh [(Nagorno-Karabakh)]. This is reflected even in the RA budget. In particular, on Thursday the RA government approved the amended draft of the Law "On the State Budget of the Republic of Armenia for 2023."

Among a number of changes, an "editorial" change stands out, which, however, is quite telling. It is about the fact that in the 7th article of the draft budget, which was approved at the session of the government on September 29, it is written: "The budget loan envisioned for by this law to the Republic of Artsakh is provided with a repayment period until January 1, 2027, with an annual interest rate of 0.01 percent (except for the cases when an agreement was reached between the governments of the Republic of Armenia and the Republic of Artsakh on other repayment periods regarding the repayment period of these loans )."

However, in the revised version adopted already on December 1, it is stated in the same article: "The budget loan envisioned for by this law is provided to Nagorno-Karabakh..." That is, two months after the initially adopted version, the “Republic of Artsakh” became “Nagorno-Karabakh” in the draft RA state budget law. In fact, for this government [of Armenia], Artsakh is not a state, but a geographical area.

And by the way, it became known yesterday that the NA [(National Assembly)] [ruling majority] CC [(Civil Contract)] Faction presented proposals in connection with the draft RA NA statement, submitted by the parliamentary opposition, condemning the statement of the parliament of Azerbaijan, and proposed the wording "Armenians of Karabakh" instead of the phrase "Republic of Artsakh."
