Hraparak daily off Armenia writes: Who will become the sixth HRD [(human rights defender)] in Armenia will become clear next month.

Although the government has been circulating the name of the candidate of the authorities in the person of deputy minister of social affairs Tatevik Stepanyan for several days, we learned yesterday that they are trying to keep the form formal, as if the NA [(National Assembly)] [ruling majority] CC [(Civil Contract)] faction will nominate the candidate. (…).

The position of the HRD [of Armenia] has been vacant for 5 days now, but the NA factions are not in a hurry to nominate candidates. The HRD is nominated by NA forces. But in this parliament, only the ruling Civil Contract has the opportunity to elect its own candidate for the position of ombudsman, whose votes are sufficient for the election alone; in this case, at least 65 votes are needed, whereas the [opposition] "Armenia" and "With Honor" factions together have [just] 35 MPs.

The [HRD] candidate must first be approved in the respective [NA standing] committee, then the matter will be entered into the agenda of the [NA] plenary sessions. In case of early termination of the powers of the [human rights] defender, [the NA] elections for the [new] defender are held within 1 month after the position becomes vacant. The next NA session is on February 7.
