Police in New Zealand have been unable to locate 23 people who went missing during thunderstorms and flooding caused by Tropical Cyclone Gabriel, police said Friday.

Making contact with the 23 missing remains a priority for police, and they are working as quickly as they can using a number of different methods, the statement said.

In the past 24 hours, police conducted 443 preventive measures. During that time, we received 526 calls, including 15 reports of thefts and two reports of stolen cars. 13 people were arrested for various offenses, law enforcement specified.

Gabriel, which struck the North Island of New Zealand, caused widespread flooding and landslides in its central and southeastern regions. Eleven people were killed and 23 more were reported missing. More than 10,000 people were evacuated from submerged settlements, some settlements were cut off from supplies, and about 250,000 islanders were left without electricity and communications for several days.
