
Any monitoring mission can be in Nagorno-Karabakh only with the consent of Azerbaijan; as for the US initiative, there is no certainty in that matter yet, said Dmitry Peskov, press secretary of the Russian President, RIA Novosti reported.
"No, there is no certainty here yet. Then, any mission can exist [in Nagorno-Karabakh] only with the consent of the Azerbaijani side; this need to be understood first of all. And we [i.e. Russia], in turn, continue our contacts with both Yerevan and Baku, as well as the ethnic Armenians of Karabakh," Peskov told reporters in response to the question of whether there are contacts with the American side on this matter.
Matthew Miller, the spokesperson of the US State Department, said earlier that the US is working towards the creation of an international mission that would monitor the fulfillment of Azerbaijan's obligations in terms of ensuring the rights and security of the people of Nagorno Karabakh. He added that this initiative is being actively discussed and the US is working with its allies in that regard.
