Artsakh (Nagorno-Karabakh) Defense Army former commander and former Security Council secretary Samvel Babayan admitted on the air of H1 public television of Armenia that, he was in contact with Azerbaijan and passed on proposals to it without the knowledge of the Artsakh authorities. Tigran Abrahamyan, secretary of the opposition "With Honor" Faction of the National Assembly of Armenia and a security expert, noted this on social media. He added as follows, in particular:

"In our country, if an ordinary citizen gets into contact with Azerbaijan on any topic, the NSS [(National Security Service)] will at least carry out corresponding work.

"The leader of the second [political] force of Artsakh, he likes to present himself like that, left his voters, his political force, the people in a disaster: war, a big explosion, expatriation. He was one of the first to leave Artsakh, and now he is making cheerful confessions on the air of H1.

"The NSS of Armenia should find out how, through whose mediation and about what Babayan talked to Azerbaijan—aside from the fairy tales he told.”
