We are always in favor of peace, and in any case when our proposals are not accepted, we make the same proposals. Gagik Melkonyan, a member of the ruling majority Civil Contract Faction and a member of the Standing Committee on Defense and Security of the National Assembly of Armenia, told this to Armenian News-NEWS.am.

"Azerbaijan rejects them [i.e. Armenia’s proposals] because they do not intend to go to peace. If they wanted peace, it would have happened a long time ago; that's why they reject all our proposals. They won't accept our last proposal about overseeing each other's weapons because they will never allow you to oversee their weapons. They can take a simple reason that ‘we have four neighboring countries, and I can start a war with others tomorrow. Who are you to come and oversee my weapons?’ When we [i.e. Armenia] are sincere in our desires, whereas they [i.e. Azerbaijan] have ulterior motives," said Melkonyan.

"Second, we say a mirror withdrawal of troops because we want peace, but they don't want [it]. We say to them to withdraw from the frontline, and let the border demarcation and delimitation work be done; they do not agree. They are in our territories and do not want to go out. We already understood that they do not want to go to peace. No matter what condition we set, they will not agree because they intend to attack our country," stated the Armenian ruling force MP.

And because of this, according to Melkonyan, Armenia should restore the military balance, and "find new friends, new allies to be able to ensure our security."
