The Armenian government makes undemocratic decisions regarding the Artsakh people, they are not involved in decision-making. Hayk Khanumyan, former Minister of Territorial Administration and Infrastructure of Artsakh, stated in a conversation with Armenian

He explained that Artsakh authorities or other representatives are invited at the moment when a decision has already been made. According to him, this entails serious consequences.

"All issues are decided without discussion with Artsakh residents," Khanumyan added.

He recalled that in addition to the housing issue, there is also the problem of employment of Artsakh residents.

"According to the logic by which the Armenian authorities implement programmes, it is impossible to involve Artsakh people," the former minister noted.

Khanumyan pointed out the importance of making loans and credit means available to Artsakh residents.

In his opinion, Armenia should attract donors or partner organisations for this purpose.
