Until the independent investigation is completed, Washington does not have a clear assessment of whether what happened in Karabakh is immigration or ethnic cleansing. James O'Brien, US Assistant Secretary of State for Europe and Eurasia, said this in an interview with the RFE/RL Armenian service.

The US has announced that it will conduct an independent investigation into what happened in Nagorno-Karabakh in September 2023, as well as after that; the US is busy with this now. The respective international organizations have access to those places and can provide the US with the necessary information, the US official added.

Also, he called on Armenia and Azerbaijan to answer the question whether there is a need to dissolve the OSCE Minsk Group.

O'Brien assured that none of the parties petitioned to the US for guarantees.

What role the US can play or not play should be decided by both sides. The US does not claim to be a superpower in the region. It is there to support the legitimate desire of the peoples of the region to conclude a long-term peace agreement. At this phase, the parties are pretty good at talking to each other directly, he added.
