I am familiar with the general provisions of the peace treaty, and I would be hard pressed to say specifically which of those articles are fully agreed upon, which are not. Sargis Khandanyan, an MP of the ruling majority Civil Contract Faction and Chair of the Standing Committee on Foreign Relations of the National Assembly (NA) of Armenia, told this to reporters at the NA Wednesday.

"Our principle position is that the Almaty Declaration should be a political basis for the border delimitation process [between Armenia and Azerbaijan], and which is stipulated in the regulation. Also, it is a legal lingo of international law, a document with a higher status can stipulate a different principle, but such a thing is not discussed. It is a matter of legal technique that there is such a wording in the regulation," said Khandanyan.

He assured that the two parties have agreed to stipulate the Almaty Declaration of 1991 in the peace treaty.

"It happened at the political level, and it is agreed in the document also. Our principle position is that it should remain so," added Khandanyan.
