Azerbaijan still has not been punished for violations of the rights of Armenians in Nagorno-Karabakh, according to a report by the human rights organization Amnesty International.

"Impunity for violations committed during the conflict over the disputed Nagorno-Karabakh region continued to prevail. On January twenty-fourth, while suspending Azerbaijan, PACE reiterated its concern at Azerbaijan's refusal to recognize the serious humanitarian and human rights consequences associated with the restriction of access from Armenia to Nagorno-Karabakh through the Lachin corridor.

PACE also reiterated its condemnation of the military operation carried out by Azerbaijan in September 2023, which resulted in the displacement of the entire ethnic Armenian population of Nagorno-Karabakh, amounting to more than 100,000 people, to Armenia. Their right to a safe and dignified return was ignored," the human rights organization said in its report.
