Constitutional order is not in effect in Armenia now, Larisa Alaverdyan, the secretary of the Heritage parliamentary faction and first ombudsman of Armenia, stated speaking of the Constitution Day. “The fact is that laws are not effectively applied in Armenia, the Constitution is ignored and human rights are violated in Armenia. But it does not mean the situation is hopeless. There is willingness and potential for making the Constitution an effective instrument,” Alaverdyan said. She added that the Heritage Party’s program contains special points impossible to enforce without constitutional amendments.

“Experience shows the way to a parliamentary state is the way that will make Armenia a state of law sooner than the present semi-presidential form of government. I do not think it is an opinion of the Heritage Party alone. I think we have to build up a parliamentary state. Also, we need to radically reform the social and political system. All this is possible only by means of constitutional amendments,” Alaverdyan said. She expressed a wish that each person contribute to the formation of a state of law.

Today, July 5, is the Constitution Day in Armenia. The RA Constitution was approved on July 5, 1995. On November 27, 2005, a nation-wide referendum approved constitutional amendments.
