Akunq.net has posted the copy and the Armenian translation of the telegram that was sent to the Aleppo Governorate on July 15, 1916, by Talaat Pasha, who was the Ottoman Empire Minister of Interior during Armenian Genocide.

The telegram instructs that all Armenians—including women—be kept in their places of exile, and that no letter of permission be issued that will enable them to go elsewhere.

This directive applied also to the Armenians that were living among Muslim families.
