The Nagorno-Karabakh Republic was supposed to join the efforts for the development of a comprehensive agreement in the negotiations taking place under the auspices of the OSCE Minsk Group Co-Chairs when the interpretations of the 3 fundamental principles and the 6 elements for settlement would be finalized. This is what Vice-Chairman of the Republican Party of Armenia (RPA) Armen Ashotyan wrote on his Facebook page.

He particularly stated the following:

“Again, the issue of Artsakh’s participation in the negotiations.

With a high sense of responsibility, I insist that the Nagorno-Karabakh Republic was supposed to join the efforts for the development of a comprehensive agreement in the negotiations taking place under the auspices of the OSCE Minsk Group Co-Chairs when the interpretations of the 3 fundamental principles and the 6 elements for settlement would be finalized.

Such a development of events was also agreed between Armenia and Azerbaijan before the meeting in Kazan where the only thing that was planned was the adoption of a joint statement within the scope of the interpretations proposed by the OSCE Minsk Group Co-Chairs and mutually acceptable for the parties, after which the works for the development of the main agreement were going to begin with the involvement of the Nagorno-Karabakh Republic.

This condition was also envisaged in all the future phases of the negotiations.
