The State Department reported notified Congress of this decision without indicating the reasons for its adoption. According to informed sources, the move could have been caused by protests in Lebanon.

The mass protests in Lebanon that began on October 17 led to the resignation of a coalition cabinet headed by Saad Hariri on October 29. Demonstrators foiled a parliamentary session in central Beirut on November 19. Protesters are now pushing for a transitional government to prepare and hold early elections in the country.
