The Aliyev-Pashinyan meeting showed that Aliyev had an agenda, Pashinyan did not. Former Prime Minister of Armenia Hrant Bagratyan stated this during a program, referring to the debate between Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev in Munich.

Bagratyan noted that Pashinyan was saying that the solution of the Artsakh (Nagorno-Karabakh) issue should satisfy all three sides, but had said before that, "Artsakh is Armenia—period."

"We can say that it is diplomatic intelligence; hope to God [it is],” Bagratyan added. "But Aliyev says the same thing everywhere: 'You will give back the lands, we will keep Karabakh, we will give [it] autonomy;' [but] we did not respond to this.

In my opinion, Pashinyan is in a very tough spot. ”

The ex-PM expressed a view that had Pashinyan known that the OSCE Minsk co-chairing countries do not think like Aliyev, he would have raised his voice. "But that change took place during his reign, which allows Aliyev to address us in a similar way; he has to ask us; we have nothing to ask for."

Bagratyan is convinced that Armenia’s forthcoming constitutional referendum on the Constitutional Court issue is more related to the Karabakh issue. "There is something else behind it," he stressed. “If he [Pashinyan] has not made promises, how simple a politician he must be to hold a referendum to get someone out of office.

I don't like Pashinyan's way of thinking, his hasty decisions. But I know Pashinyan; he understands that much.

The Munich conversation scared me; Aliyev was giving a tone in it. I negotiated with [his father, ex-President, the late] Heydar Aliyev, he used to bring with him a hand-drawn map, marking those regions (...). I think Pashinyan needs help in the Karabakh issue."
