On July 6, 2020, the Commission for the Prevention of Corruption of Armenia instituted proceedings on the ground of prima facie violation by Gagik Tsarukyan of the incompatibility requirement.

The Commission’s press release reads as follows: “The occasion for instituting proceedings was the record of the General Assembly of Multi Group Concern LLC of June 23, 2020, which was signed by Tsarukyan and by which it was decided to terminate the powers of the company’s director Sedrak Arustamyan and appoint Arayik Kesoyan acting director (the temporary impossibility of performance of duties by Arustamyan was stated as a reason).

On May 27, 2020, Tsarukyan submitted his annual declaration of assets, incomes and interests for the year 2019, and a study of the declaration showed that Tsarukyan, in addition to property rights over other companies, had handed the share of Multi Group Concern LLC over to trust management of Arustamyan (May 20, 2017-May 20, 2022).

A study of the protocol decision of the special general assembly of the participants of Multi Group Concern LLC showed that deputy of the National Assembly of Armenia Gagik Tsarukyan personally prima facie participated in the company’s management, recommended a candidate for director, participated in the decision-making for dismissing the director and appointing a new one and in giving the director assignments.

Taking into consideration certain articles of the Armenian legislation, the Commission decided to institute proceedings on the ground of prima facie violation by Gagik Tsarukyan of incompatibility requirements. The ground for instituting proceedings was the application that the head of the Agency for State Register of Legal Entities of the Ministry of Justice of Armenia had addressed to the Commission for the Prevention of Corruption.
