SITUATION IN GENERAL

The situation in the Artsakh-Azerbaijani conflict zone was relatively stable and tense during the night.

At dawn, once again violating the humanitarian ceasefire agreements, the adversary forces fired on the civilian infrastructures of the town of Martakert and the surrounding villages.

There were local battles in the northern and southern directions of the frontline. 

Azerbaijan drone tried to enter Armenia’s Syunik but was destroyed.

According to Military-Industrial Committee chairman Artak Davtyan, the adversary is trying to gather intelligence in Syunik to find out to what extent Armenia assists Artsakh during the current hostilities.

In the meantime, the air defense units of the Artsakh Defense Army have shot down an adversary warplane in the southern direction at around 8:30 am.

The Artsakh Defense Army has reported that 62 more servicemen have fallen.

Thus the total death toll has exceeded 800.

Armenian FM Zohrab Mnatsakanyan headed to Moscow.

As part of recent phone talks between Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian PM Nikol Pashinyan, Russian FM Sergey Lavrov held separate meetings of with Azerbaijani FM Jeyhun Bayramov and Armenian FM on Tuesday and Wednesday.

Urgent issues related to the implementation of earlier agreements reached on the ceasefire in the Nagorno-Karabakh conflict zone and the creation of conditions for its lasting settlement were discussed during the talks.

Russia welcomes the wish of the Armenian PM Nikol Pashinyan, and the Azerbaijani President Ilham Aliyev to meet in Moscow, Russian Deputy FM Andrey Rudenko told reporters Wednesday.

In the meantime, Armenian and Azerbaijani FMs will head to Washington on October 23.

According to Politico, the FMs are scheduled to separately meet with Secretary of State Mike Pompeo in Washington on Friday.

Armenian PM Nikol Pashinyan noted that "we Armenians need to realize that there won’t be a diplomatic solution to the Nagorno-Karabakh issue for a long time, at least in this stage and starting from this stage."

"Azerbaijan no longer agrees to what Armenia will agree to. This shows that, in general, there is no point in talking about any diplomatic solution, at least not in this stage,” Pashinyan added.

Ex-presidents of Nagorno-Karabakh Bako Sahakyan and Arkady Ghukasyan met with the second President of Armenia, the first President of the NKR Robert Kocharian. The meeting took place on the initiative of Saakan and Ghukasyan. 

Due to the current worrying situation in Artsakh and Armenia, another consultation was held, this time attended by Armenia’s former Presidents Levon Ter-Petrosyan, Robert Kocharyan, and Serzh Sargsyan, and Artsakh’s former Presidents Arkadi Ghukasyan and Bako Sahakyan. Arman Musinyan, spokesperson of the Armenian National Congress party, wrote about this on Facebook.

US lawmaker Grace Napolitano has addressed the Speaker of the House of Representatives with a resolution recognizing the independence of Artsakh.

“The path forward is one of liberty, which is why I am today calling for official U.S. recognition of the Republic of Artsakh’s independence,” she tweeted adding that Artsakh must not return to Azerbaijan.
