Dmitry Peskov, spokesman for the Russian president, called on not to mix up the Russian peacekeeping mission in Nagorno-Karabakh [(Artsakh)] with the work of the humanitarian center in the region. Answering the question of a reporter, he reminded that a Russian military peacekeeping force is deployed and a humanitarian response center operates in the region, TASS reported.

"We should not completely separate them, but we should not also mix up the mission of the military peacekeepers—standing on the line of contact between the conflicting parties—with the humanitarian center. There are so many issues [in the Nagorno-Karabakh conflict one] that have been aggravated in connection with the [recent] war, and the humanitarian center is doing just that," Peskov explained.

On November 9, Armenian Prime Minister Nikol Pashinyan, Azerbaijani President Ilham Aliyev, and Russian President Vladimir Putin signed a joint statement on a complete cessation of hostilities— which Azerbaijan had launched on September 27—in and around Artsakh. Accordingly, Russian peacekeepers are deployed in the region to monitor the implementation of the ceasefire and the cessation of hostilities. But this statement also stipulates the handover of part of Artsakh lands to Azerbaijan.
