The Russian peacekeeping contingent is the guarantor of the ceasefire regime achieved in Nagorno-Karabakh [(Artsakh)]. The statement came from Russian President Vladimir Putin addressing Friday’s online meeting of the Council of Heads of State of the CIS member countries, TASS reported.

"Also, the transporting of humanitarian cargo is carried out, the areas are being cleared of landmines with our [i.e., Russia] help. And I would like to draw your attention to the fact that life security systems are being restored on both sides, on both territories—in both Azerbaijan and Armenia—, medical assistance is being provided to the population, tens of thousands of refugees—more than 52,000 people—have returned to their homes," Putin added.

Also, the Russian president noted, however, that the CIS territory cannot do without disagreements and contradictions.

"And this is really bad when these contradictions lead to sharp conflicts between the CIS member countries—as it happened, unfortunately, last year in the situation around Nagorno-Karabakh," he added.

In addition, Vladimir Putin thanked his CIS counterparts for appreciating Russia's actions in ending the conflict.
