"Initially, the Defense Ministry reported that a number of categories of our citizens did not need to be drafted under mobilization, and they were listed, but they still did not make the appropriate changes to the regulatory framework in time, and so the draft decree submitted by the Defense Ministry and the government came out in a form that did not initially take into account the position of the Defense Ministry itself, and we have to make adjustments to this document," Putin said at a meeting with laureates and finalists of the All-Russian contest "Teacher of the Year."
