Azerbaijani Foreign Minister Jeyhun Bayramov considers the OSCE needs assessment mission sent to Armenia "without consensus" as "an open violation of the mandate" of the organization. His remarks came at the 29th session of the OSCE Ministerial Council.

Bayramov lamented that Azerbaijan has for "many years" "suffered from abuses" on the issue of consensus within the organization. "In this context, sending a so-called "needs assessment mission" to Armenia without consensus is a blatant violation of the mandate adopted by the collective will of all participating states. All OSCE institutions, including the Chairmanship and the Secretariat, are established as shared values for all participating States. Failure to act accordingly undermines trust and confidence. Azerbaijan calls on these institutions to rectify their gross violation of their mandates," he said.
