At Thursday’s Cabinet session, the government approved the concept of introducing a comprehensive health insurance in Armenia.

Minister of Health Anahit Avanesyan, presenting the program, noted: "The work [in this regard] will start from 2023, which will be the preparatory phase. In the first phase, we will have the package of services, the prices of the package will be approved, they will not be calculated as a certain percentage of people's incomes, but will have a fixed cost of services, and the amount of co-funding by the state will be determined.

From 2024, within the framework of the state funding, all groups of beneficiaries will be equalized and all the services provided to them will be identical, which will help us not to have a mixed, fragmented system where one group receives one package, another group—another package. (…).

In 2024, we will have a group of citizens insured with a comprehensive insurance package, and we will start to include others who want to within the framework of voluntary insurance.

In 2025, pensioners will be included by the state, who will also use all the services of the package.

And in 2027, there will be mandatory insurance coverage for the entire population of Armenia."
