The International Telecommunications Union published its “Measuring the Information Society”  Report 2010. The report presents the country’s ratings in terms of their information and communication technology development level. 

“In the past 2 years, many countries noticeably improved, both exclusively and relatively. Among those dynamic countries are: Armenia, Azerbaijan, Belarus, Vietnam, Georgia, Iceland, Qatar, Kenya, Cyprus, Macao, Morocco, Moldova, Oman, Portugal, Russia, Saudi Arabia, and Finland,” the report reads.        

The top-ranked country is South Korea, which is followed by Sweden.

Niger and Chad are the two most bottom-ranked countries.
