YEREVAN. – Another unconstitutional act took place in Armenia by the adoption of the Law on Formation and Activity of the Security Council, according to Zhamanak (Time) newspaper. 

“Although the post of first deputy prime minister is not stipulated by the Constitution, this law stipulates that the first deputy prime minister is also a member of the Security Council.

“Many [people] believe that this unconstitutional step is taken for incumbent Prime Minister Karen Karapetyan, and [that] that position is intended for him.

“But if Karapetyan is appointed deputy prime minister, that will be a second violation of the Constitution, since he did not live in Armenia in the last four years, as the Constitution requires for all members of the government,” wrote Zhamanak.
