YEREVAN. – Hraparak daily of Armenia writes: The parliament unanimously adopted the package of laws on holding proportional representation elections in the communities; we are talking about communities with more than 4,000 voters; that is, big towns.

This makes it clear why the halls of power have started terrorizing community leaders. The process of initiating criminal cases against them does not seem to yield result; they do not resign. Now the authorities have resorted to the method of resolving the issues of local self-government officials through compromising materials.

We learned that a large dossier had been collected against the mayor of Kajaran, after which he hurriedly took a leave to determine what to do. After getting rid of the incumbent mayors, new elections will be announced, and it will be possible to take power in local self-government bodies through the proportional representation elections and get positioned ahead of the upcoming NA [National Assembly] elections.

The thing is that in the case of the proportional representation election, the people will not make a choice between individual candidates, but between political forces, and a wide horizon of maneuver will open here before [PM Nikol] Pashinyan.
