YEREVAN. – Past daily off the Republic of Armenia (RA) writes: A few days ago, Toivo Klaar, the EU Special Representative to the South Caucasus, was in Yerevan.

According to the information of Past newspaper, Klaar's visit to Armenia was quite full. According to our diplomatic source, Klaar is fully authorized by the EU to work with the negotiating parties on the issues of the so-called "Brussels package" of normalization of Armenian-Azerbaijani relations, and the regional visit was about that topic.

According to our information, he conveyed to the RA authorities that it is not excluded [that] certain changes will be made in the "Brussels package"—without specifying exactly what it is about.

We were informed that the EU Special Representative also had a separate discussion with the ruling faction of the parliament and noted that there might be a need to organize parliamentary hearings ahead of a possible Armenian-Azerbaijani agreement, which [i.e., the hearings] could become an attribute of the evidence of the alleged "public consensus" on that topic in the RA. According to our information, this issue was not so clearly accepted by the representatives of the ruling power.

They conveyed to Klaar that the topic was very sensitive, implied that there was a strong public backlash, and discussions about the topic could cause complications.

The European diplomat, however, noted that he is aware of the vulnerability of the issue, but it is an important process from the point of view of democracy, so there is a need to be ready for such possible discussions, too.
