"On 7 March at 11:15 Moscow time, in accordance with normal procedures through established channels that have been used many times before, the U.S. government transmitted the warning to the Russian security services in writing. In addition, the following day, 8 March, we issued a warning to caution American citizens against attending large gatherings and concerts in Moscow," Kirby said.

He said the U.S. provided this information to Russia because the U.S. takes its obligation to warn very seriously. "We never wish to see the loss of innocent lives in terrorist attacks. And this is one of many warnings about various threats that the US has relayed to Russia since September 2023," he added.

"And while our embassy's public advisory may have deterred the attackers from attacking on 8 March, our warning to the Russian government and the public accurately stated the terrorist threat to the concerts in Moscow, IS bears full responsibility for this attack,” Kirby added.
