Azerbaijan does not make demands on amending the constitution of Armenia, such conditions are not set during the negotiations, and such a demand does not exist, Armenian Foreign Minister Ararat Mirzoyan stated during the Yerevan Dialogue 2026 international forum Wednesday in the Armenian capital.
The constitution of Armenia is not part of the bilateral agenda of the negotiations between Armenia and Azerbaijan. At the same time, we constantly hear that Azerbaijan is not ready to sign and ratify the peace treaty if Armenia does not amend its constitution. However, Armenia believes that its constitution is its internal issue, an internal affair. Armenia will most likely hold a referendum on the constitution, but it does not discuss this matter with international partners, Mirzoyan noted.
People in Armenia used to always think that they live in a very complex and dangerous region, where their independence and existence are constantly under question; and that is true, partially or completely. But the task has always been how to turn that threat into an advantage. And that is exactly what they are trying to do in Armenia now. The task is how to become a bridge, not an obstacle. Armenia has realized that it can connect Europe with Central Asia, India, China, and this in turn can become not only a means of preserving Armenia’s existence and sovereignty, but also an additional guarantee of further peaceful prosperity, the Armenian FM added.
At the same time, peace cannot be built alone. You cannot declare peace and live in peace when your neighbors consider you an enemy and want to destroy you. Therefore, the task is to create a situation in which all neighbors, everyone in the region and beyond, are interested in peace, Mirzoyan said.
In the north, Armenia has Georgia, with which it has always had friendly relations. In the south, Armenia has Iran, with which it has also always had friendly relations and cooperation. In the west and the east, Armenia has Turkey and Azerbaijan, and Armenia has been fighting with Azerbaijan for decades, and has closed borders in the west and the east, the Armenian FM stated,
But Armenia has started a dialogue, has initialed a peace treaty with Azerbaijan. It has not yet been signed and ratified, but peace has already come. Armenia has no casualties, Azerbaijan has lifted its ban on the movement of goods to and from Armenia through its territory, and Armenia has started bilateral trade with Azerbaijan. Armenia buys oil products from Azerbaijan and will sell some goods to Azerbaijani companies, Mirzoyan noted.
At the same time, the Armenian FM said he does not want to exaggerate anything and cannot say that all issues have been resolved. They have had a bloody conflict, the wounds are still very fresh, and the societies of both countries need real reconciliation. There are still some unresolved issues—especially of a humanitarian nature—related to detained persons, etc., he added.
There is a need to remain within the framework of the existing rules and remain faithful to them in international relations. At the same time, history is developing, new situations give rise to new needs. Peace has been established in the region, and Armenia is very interested in exporting this model to other regions, Ararat Mirzoyan emphasized.
