European Commission President Ursula von der Leyen has congratulated Azerbaijani President Ilham Aliyev, calling him the “initiator” of the “historic peace agreement” with Armenia, Azerbaijani media report.
“I want to congratulate you for initiating a historic peace agreement with Armenia,” von der Leyen said, addressing Aliyev, in a statement to the press.
