The OSCE Minsk Group and OSCE Chairperson-in-Office Special Representative’s work carried out on the bases of the proposals for a mechanism to investigate the incidents at the line of contact gives grounds to achieve concrete results toward settlement of the Nagorno-Karabakh conflict, says Ambassador Padraig Murphy (Ireland), Special Representative of the OSCE Chairperson-in-Office for the South Caucasus.

Significant progress can be achieved in the conflict’s settlement process only if there is a political will among the parties to the conflict, and if there are efforts by the international community, Murphy told The Business Year.

In his words, the OSCE Minsk Group is the sole organization which aims to assist in the political settlement of the conflict.  

Padraig Murphy noted that a significant portion of the fatal incidents at the line of contact causes a serious concern and requires immediate measures toward maintaining the ceasefire. 

In his view, pulling the snipers out from the line of contact, abandoning the threat to use force, and future OSCE monitoring missions will all contribute to increasing trust between the parties and maintaining stability and security.
