Azerbaijan is waiting for only one last step: amendments to Armenia’s constitution. Hikmet Hajiyev, assistant of the president of Azerbaijan and head of foreign policy affairs department of the presidential administration, stated this at the CAMCA 2026 regional conference being held in Baku, the capital of Azerbaijan.

According to Hajiyev peace and security have been established in the South Caucasus, but it is important to ensure their stability.

He noted that the long-standing Armenian-Azerbaijani conflict has been resolved, and Azerbaijan has shown strategic patience and leadership.

“We [i.e. Azerbaijan] have always said that we won the war, but it was important to do one more thing: to win peace. This was indeed an extremely difficult task, which required strategic thinking, patience, and leadership of the [Azerbaijani] president,” the latter’s aide said.

As per Hajiyev, now there is de facto peace in the region.

“As Azerbaijani President Ilham Aliyev has said, we live in peacetime and even learn to live in peacetime. Since the first days of our independence, there has not been enough peace on the ground. But now we are working hard, and today there is de facto peace in the region. However, peace should not remain only on paper,” he noted.

Hajiyev added that for the final signing of the peace agreement, relevant amendments to Armenia’s constitution are expected.

“We are waiting for only one last step: making amendments to Armenia’s Constitution, which will address territorial claims against Azerbaijan. After that, I think, the final peace agreement will become a reality,” said the aide to the Azerbaijani president.
