Past daily of the Republic of Armenia (RA) writes as follows, in particular: The shocking incident that occurred in Shaki village of Syunik Province—when an Azerbaijani soldier who had penetrated RA territory entered the house of one of the local residents, shot at the landlady and wounded her—naturally has raised a wide reaction, concern, and a wave of discussions both in the press and on social networks.
The story still has many unanswered questions. Of course, in the case of any country it is impossible to completely exclude individual incidents, but the public is first and foremost concerned with the question itself: how did this happen?

According to actual data, the section from which the Azerbaijani serviceman illegally crossed the [Armenian] border is more than 50 kilometers away from the nearest section and guideposts under the protection of the NSS [i.e. the National Security Service of Armenia] Border Guard troops. Border control in this area is carried out according to a different logic, and the Border Guard Service’s zone of responsibility does not extend to that area.

It is obvious that what happened raises serious security issues that require consistent addressing. However, when the emphases in public discourse are placed in the incorrect direction, the solution of the issue does not accelerate. The distraction disrupts the substantive discussion and prevents the effective and systematic addressing of the security issues themselves.
