It remains to be determined under what circumstances the Azerbaijani serviceman ended up in the territory of Armenia; that is, is he a deserter or got lost. I assume he is a deserter, but this is a pure assumption, speaker of the National Assembly (NA) of Armenia, Ruben Rubinyan, on Tuesday told reporters in the NA.
“But it is obvious that we are not dealing with sabotage, because if we were dealing with sabotage, the Azerbaijani side would not have informed the Armenian side in advance that, ‘You know, a serviceman has disappeared from our side, maybe he has ended up at you.’ It is obvious that in the case of sabotage, they do not do that, therefore the good news is that we do not have a targeted invasion by Azerbaijan, we are dealing with an individual serviceman illegally crossing Armenia’s border. It also will be found out how,” Rubinyan added.
“The next layer: after crossing [Armenia’s border], the given serviceman committed an obvious crime, because he entered people’s house, shot at people, and this is a crime, and for that the serviceman is arrested and charged. (...) our justice system must work now, everything must go its own way” Rubinyan said.
The next layer, according to him, is how the relevant agencies of Armenia acted: the Ministry of Defense, the General Staff, the Police, and the National Security Service.
“That can be discussed. One can also discuss the matter in a tactical sense, whether in such cases the warning is beneficial to the population or not, which is more harmful, which is more beneficial. For example, when you know that there is a chance that this [Azerbaijani] serviceman is in your area, but he may not be in your area, can, in that case, if you inform the population, as a result, for example, residents shoot each other by accident, because everyone thinks there is a [Azerbaijani] serviceman in the area. And so there are a thousand things that the relevant bodies need to discuss and make a decision,” Rubinyan said.
“(...). But I want to repeat again that in this case, the subject is not Azerbaijan, but a person who illegally left his place of military service in Azerbaijan, then illegally ended up in our territory, and then committed a crime, the subject," stated the speaker of the National Assembly of Armenia.
