YEREVAN. – The Karabakh peace process has not registered any progress, member of the Armenian National Congress Vladimir Karapetyan told reporters.

The opposition party representative does not think the meeting between Serzh Sargsyan and Ilham Aliyev after two year-break was a serious shift in talks.

“The differences are still very deep. Moreover, as yet there is no agreement on what document the parties have to negotiate. If Armenia wants to go back to the Madrid principles again, Azerbaijan wants to abandon the document and ensure more favorable conditions for the continuation of talks,” he noted.

The main differences, in his opinion, are related to the referendum as well as the problem of the status of Lachin.

“In particular, there is no accord on the timing and participants of referendum. What legal effect will it have? What authority will hold a referendum? What issues will be put to referendum? The parties still have different positions on these issues,” Karapetyan added.

Armenian and Azerbaijani Presidents Serzh Sargsyan and Ilham Aliyev met on November 19 in Vienna.
