A bill on the creation of a National Guard will be introduced for the discussion of the Ukrainian parliament, Arsen Avakov, Interim Internal Affairs Minister of Ukraine, wrote on his Facebook account.  

“We will announce a mobilization for the National Guard in the near future. Twenty-thousand guards will be called for the protection of Ukraine’s borders and civil order.

“This is our response to the destabilization [of Ukraine] from outside, and this is not a military response, but rather an organized response by the civil society.       

“Several tens of thousands of people have voluntarily come to the military commissariats of the country, and asked to be drafted. Moreover, this is aside from the targeted organized mobilization system,” Avakov also wrote.
