YEREVAN. – The issue of participation of Nagorno-Karabakh in talks must be negotiated by the parties, U.S. Ambassador to Armenia John Heffern said at the Victory Park.
Earlier Armenian Deputy FM Shavarsh Kocharyan said Armenia does not see continuation of talks without Nagorno-Karabakh, while Azerbaijan is the only party to opposes this.
Ambassador Heffern noted that the issue must be discussed by the parties, and no one can impose it from the outside.
Mr. Warlick clearly mentioned that the views and positions of all parties should be taken into account and should be implemented, Heffern said.
