Azerbaijani president Ilham Aliyev was delivering a speech during PACE summer session amid protest actions staged by a group of Azerbaijani political emigrants.
 
The protest action was staged in the Palace of Europe in Strasbourg where the Azerbaijani leader was speaking. Entering the hall and sitting in the first row the protestors closed their mouths by a black ribbon. They were dressed in T-shirts with photos of political prisoners in Azerbaijan, contact. az reported. Aliyev's speech was interrupted for several minutes.

Ilham Alityev addressed PACE during his country's presidency of the Committee of Ministers of the Council of Europe.
