Armenia is ranked 65th in the Global Innovation Index 2014 published by Cornell University, INSEAD and the World Intellectual Property Organization. Armenia is also the fourth among the states with lower and middle income economies, the list that also includes Georgia, Moldova, Mongolia, Vietnam, India and Ukraine. Economies that perform at least 10 percent higher than their peers for their level of gross domestic product are called in the list“Innovation Learners.” Armenia is ranked among “innovation learners” that demonstrate rising levels of innovation results because of improvements made to institutional frameworks, a skilled labor force with expanded tertiary education, better innovation infrastructures. However, Armenia's position has deteriorated as compared with last year's 59 spot. As to neighboring states, Georgia is 74th, Turkey is 54th, Iran is 120th, and Azerbaijan is 101st. Switzerland, the United Kingdom and Sweden topped this year’s ranking.
