YEREVAN. – The draft concept of constitutional reform in Armenia will be submitted to the president in mid October, head of commission on reforms Gevorg Danielyan said.
The commission was set up a year ago, and the huge work was carried out, Danielyan said.
The public hearings on the concept of constitutional reforms were held in the capital and the regions, and featured experts, as well as representatives of civil society.
The final document received in August will be submitted to the Venice Commission during the discussions in Paris on September 19-21. Then, it will be submitted to the president in mid October.
The members of committee tried to settle disagreements on certain wordings, but they still remain on some issues.
One of the controversial issues was transition to a parliamentary system of governance. The commission expressed a positive attitude to transition to this type of governance, Danielyan noted.
He called public debates "effective" on the whole, but with certain reservations, especially those related to the debates with political forces. Nevertheless, commission members believe there is still time to intensify debates with political parties.
