The recent statements on Nagorno-Karabakh, including those made in Athens and Almaty prove that the Karabakh conflict will be resolved based on the Helsinki Final Act, Vice-Speaker of the RA Parliament Samvel Nikoyan told the reporters on Monday.

Speaking of the recent developments in the Karabakh peace process, Nikoyan first presented the principles of the Helsinki Act, namely non-use of force or threat of force, right to self-determination and territorial integrity, stressing that none of the points can be prioritized. According to him, neither of the conflicting parties should give preference for one of them. “Three principles should be applied simultaneously,” he noted. The Vice-Speaker deems that the two recent statements prove that regardless of Azerbaijan’s allegations about its military budget based on rich oil reserves, international community, in the name of OSCE Minsk Group will not fall victim to Azeri blackmail.

According to Nikoyan, after the Almaty statement Baku realized that speaking in a language of blackmail is not efficient so far and avoids belligerence. Vice-Speaker said he is optimistic about the peace process progressing in the format of OSCE Minsk Group. However, if the process is deadlocked “Armenia should think of other ways”, he emphasized. Samvel Nikoyan considers that one of these ways might be NKR’s recognition by Armenia.
