YEREVAN. – Adoption of any resolution, such as for example PACE resolution titled “functioning of democratic institutions in Azerbaijan” can serve as a background to legitimize a war, Armenian analyst Stepan Safaryan said.

The resolution is adopted at PACE in a situation when Armenia seems to have advantage over Azerbaijan.

“But if the situation is that favorable what is the reason for adopting pro-Azerbaijani resolutions? The reason is Armenia's spineless diplomacy,” Safaryan said during a media conference on Friday.

If the opponent allows closure of the OSCE office in Baku, theoretically this makes possible to increase the role of Armenia.

During the meeting of PACE Monitoring Committee, a regular infamous document entitled “The functioning of democratic institutions in Azerbaijan” was approved. The document will be voted on June 22-26 during the upcoming summer session of the PACE and will become a resolution.
