PACE approved the resolution on functioning of democratic institutions in Azerbaijan by 140 votes to 13. 

As reported by Armenian delegate to PACE Arpine Hovhannisyan, the phrase “Assembly is fully aware of the occupation by Armenia of Nagorno-Karabakh and seven other provinces of Azerbaijan,” was replaced with “of the Nagorno-Karabakh conflict.”

The report presented by co-rapporteurs of the Monitoring Committee looked into the functioning of the democratic institutions in Azerbaijan and assessed the state of implementation of the recommendations made by the Parliamentary Assembly in January 2013.

The report says the committee regrets the lack of implementation of some of the most important recommendations of the Venice Commission with regard to the election legal framework.
