YEREVAN. – A one-person rule hampers the fight against monopolies and for independence of the courts.

Constitutional law expert Vardan Poghosyan, who is also a member of the President-affiliated Specialized Committee on Constitutional Reforms of Armenia, said the abovementioned at Tuesday’s National Assembly (NA) session, as he introduced the proposed constitutional reform.

In his words, if the integrity of power is dependent on one person, it will be difficult to speak about the independence of the courts and the economy.

“Unfortunately, (…) we now cannot record that we [i.e. Armenia] actually have the constitutional values that are needed for a high level of democracy,” stressed Poghosyan. “That’s why the most important task of the Constitution is to ensure the procedure whereby the formation of power inspires confidence to the people, and the power is accountable to them.”

The new draft Constitution of Armenia will be debated in the NA. Pursuant to this draft, the country will make a transition from a semi-presidential to a parliamentary system of governance.
